Job Summary

We are seeking a highly analytical and hands-on Risk Officer to lead the development, implementation, and continuous enhancement of the Bank's Credit Risk and Operational Risk frameworks.

This role is responsible for performing risk assessments, calculating risk metrics, developing risk models and reports, drafting risk policies and procedures, and ensuring effective risk controls across the organization. The ideal candidate has strong experience in banking risk management and is comfortable working independently to build frameworks, perform analyses, and drive risk initiatives from concept to execution.

The position will work closely with Senior Management, Credit, Operations, Compliance, IT Risk, and Internal Audit to ensure risks are properly identified, measured, monitored, and mitigated.

Key Responsibilities

Credit Risk Management

  • Develop, review, and enhance credit risk policies, underwriting guidelines, and risk governance frameworks.
  • Perform credit risk analysis, portfolio reviews, concentration risk assessments, and delinquency trend monitoring.
  • Calculate and monitor key credit risk metrics and portfolio performance indicators.
  • Conduct stress testing, scenario analysis, and sensitivity assessments on loan portfolios.
  • Review credit risk limits and recommend adjustments based on portfolio performance and market conditions.
  • Prepare regular credit risk reports and presentations for Senior Management and Board Committees.
  • Support the development and refinement of risk rating methodologies and credit risk models.

Operational Risk Management

  • Develop and maintain the Bank's Operational Risk Management Framework.
  • Create and update operational risk policies, procedures, and risk assessment methodologies.
  • Conduct Risk and Control Self-Assessments (RCSA) across business units.
  • Maintain operational risk registers, risk maps, and heatmaps.
  • Identify process gaps, control weaknesses, and operational vulnerabilities and recommend corrective actions.
  • Monitor operational loss events, incidents, and emerging risks.
  • Assess third-party, outsourcing, and vendor-related operational risks.
  • Support business continuity and operational resilience initiatives.

Enterprise Risk Assessment & Monitoring

  • Perform enterprise-wide risk assessments covering lending, operational processes, treasury activities, and strategic initiatives.
  • Develop, calculate, and monitor Key Risk Indicators (KRIs) and risk limits.
  • Analyze risk trends and emerging threats affecting the organization.
  • Prepare comprehensive risk reports and dashboards for management review.
  • Escalate significant risk issues and breaches in accordance with established protocols.

Governance, Policy Development & Regulatory Compliance

  • Draft, review, and update risk management policies, standards, and procedures.
  • Ensure risk frameworks and practices align with BSP regulations and industry standards.
  • Support regulatory examinations, audits, and risk-related regulatory submissions.
  • Provide guidance to business units on risk management requirements and best practices.
  • Promote a strong risk-aware culture throughout the organization.

Collaboration & Stakeholder Management

  • Coordinate with Compliance, IT Risk, Fraud, Finance, Operations, and Credit teams to ensure consistent risk management practices.
  • Consolidate risk information from various functions into a comprehensive enterprise risk view.
  • Present findings, recommendations, and risk assessments to Senior Management and relevant committees.

Qualifications

  • Bachelor's degree in Finance, Economics, Accounting, Risk Management, Mathematics, Statistics, or a related field.
  • Minimum of 8 years of banking or financial services risk management experience.
  • Strong hands-on experience in Credit Risk and Operational Risk.
  • Demonstrated experience in developing risk policies, frameworks, methodologies, and risk assessment tools.
  • Experience performing risk calculations, portfolio analysis, stress testing, and risk reporting.
  • Familiarity with BSP regulations and the Manual of Regulations for Banks (MORB).
  • Professional certifications such as FRM, PRM, CRM, or equivalent are an advantage.
